Distinguish tenant turnover from lost keys
MLIT guidance generally allocates turnover-related replacement without loss or damage to the landlord. Replacement caused by a tenant losing or damaging keys may fall to the tenant.
If the quote charges the incoming tenant, ask which special clause supports it. Use the guidance as a reference; a clause’s effect depends on its content, not the invoice label alone.
Ask what work the quote includes
Clarify whether the work is cylinder replacement, key cutting or electronic access reset. Ask for the date, number of keys and tax-inclusive total rather than relying on one online price.
At handover, test access to the flat and shared entrance and keep a record. If keys are lost later, contact management about the procedure before arranging work.
